It looks like some sort of portal. Where is this?

Well, that's difficult to say. The sign outside isn't in a language I understand. Another part of the building is a bar, but I can't figure out what this part is supposed to be.

It looks like what one might see after having too many drinks at said bar.

The glowing is a bit ominous. Then again everything in this blighted city glows.

All the glowing is rather distasteful. It's as though whoever created this city was terrified of the dark, don't you think?

But you may be onto something, Fenris. Could this strange area be a deterrent? Something to remind patrons not to drink too much?

That was more or less what I was thinking. Like a brightly colored animal trying to warn off predators.

That, or it's acting as a lure.
